Fraud and Abuse Prevention Program: How to File a Complaint

Anyone can file a complaint about fraud, scams, or the unauthorized practice of law to EOIR’s Fraud and Abuse Prevention Program.

When making a complaint, please tell us what you know about the people involved and what happened. Please be as specific as possible, including dates, addresses, and other identifying information if you have it.  If you have physical evidence that someone committed fraud, a scam, or the unauthorized practice of law, please include that with your complaint.  Examples of evidence include receipts, retainer agreements, contracts, advertisements, etc. Suspected immigration benefit fraud and abuse related specifically to applications and petitions before the U.S. Citizenship and Immigration Services (USCIS) should be reported to USCIS through the USCIS Tip Form.

You can use any of the following three ways to file a complaint:

  1. Send an email to the Fraud Complaint inbox at EOIR.Fraud.Program@usdoj.gov
  2. If the complaint involves an attorney or accredited representative, you can fill out the EOIR-44.  Please follow the directions on the form for submitting it.
