Arnold I. Burns was the 22nd Deputy Attorney General of the United States. He served as the Department’s second-ranking official from July 1986 to March 1988.

At the time of his nomination for the post of Deputy Attorney General, Mr. Burns was Associate Attorney General, the Department’s third-ranking official. He attained that position in January 1986.

From 1960 to 1985, Mr. Burns was the senior partner and chairman of the Management Committee of the Park Avenue firm of Burns, Summit, Rovin & Feldesman, which he founded in 1960. Before entering private practice, Mr. Burns served as a captain in the U.S. Army, where he was a member of the Government Appellate Division of the Judge Advocate General’s Corps and argued cases in the U.S. Court of Military Appeals.

A native of New York, Mr. Burns received his B.A. from Union College in 1950 and his J.D. from Cornell Law School in 1953.
