William P. Barr was the 25th Deputy Attorney General of the United States. He served as the Department’s second-ranking official from July 1990 to November 1991.

At the time of his nomination as Deputy Attorney General, Mr. Barr was Assistant Attorney General in charge of the Office of Legal Counsel, a position he had attained in 1989.

From 1982 to 1983, Mr. Barr was the Deputy Assistant Director for Legal Policy on the Office of Policy Development staff at the White House.

In 1978, Mr. Barr served as a law clerk under Judge Malcolm R. Wilkey of the United States Court of Appeals for the District of Columbia Circuit.

A native of New York, Mr. Barr received a bachelor’s degree in government (1971) and a master’s degree in Chinese studies and government (1973) from Columbia University. He served in the Central Intelligence Agency from 1973 to 1977 before receiving his J.D. from George Washington University Law School in 1977.
