Mark Wallis

Mark Wallis joined the Justice Management Division (JMD) as the Director of the Sexual Misconduct Response Unit in 2023 after seven years with the U.S. Agency for International Development (USAID). As one of the founding members of USAID’s Action Alliance to Prevent Sexual Misconduct, he developed and delivered innovative training to U.S. and international staff around the world. In addition to managing a global humanitarian security program in high-threat environments, Mr. Wallis advised senior leadership during critical incident responses to medical emergencies, sexual violence, civil unrest, and armed conflict. Prior to this, Mr. Wallis worked for six years at the Peace Corps as a criminal investigations specialist and security advisor, where he participated in the development, implementation, and management of a survivor-centered sexual assault response and prevention system for volunteers serving in more than 70 countries. Mr. Wallis began his career as a police officer, supporting victims of violent crime as a first responder, detective, and prosecutor's assistant. He finished his law enforcement career as a detective sergeant and hostage negotiator before serving as an advisor to the U.S. State Department’s Afghan Police program.  As an instructor, Mr. Wallis has taught the techniques and principles of crisis intervention, criminal investigation, and critical incident management at technical colleges, police academies, and professional seminars.
