UNITED STATES' AND PLAINTIFF STATES'
SCHEDULE OF WITNESSES

Pursuant to Paragraph 7 of the Court's Pretrial Order No. 2, and Local Rule 209(b), the United States and the Plaintiff States hereby file and serve the following schedule of witnesses that plaintiffs intend to call in their case-in chief at trial. Expert witnesses are designated with an asterisk. Plaintiffs will file the direct examinations of their witnesses, with the exception of hostile witnesses, in the form of written declarations, as provided by Paragraph 10 of Pretrial Order No. 2. All of the witnesses except those listed as expert witnesses will testify pursuant to subpoena.
