Carr Trevillian became the director of the International Criminal Investigative Training Assistance Program (ICITAP) in October 2007. As director, he is in charge of the design, coordination, and implementation of law enforcement development programs in more than 40 countries throughout the world.
Since 1988, Mr. Trevillian has provided support and leadership in ICITAP's law enforcement training and development programs in emerging democracies and post-conflict environments around the world. Immediately prior to being named director, he served for two years as acting director.
Mr. Trevillian has extensive law enforcement development experience, particularly in post-conflict operations, including five overseas deployments: Panama, 1990–1991; Haiti, 1995; Kosovo, 1999–2001; Macedonia, 2001–2003; and Iraq, 2003–2004.
At the end of the conflict in Kosovo, Mr. Trevillian served more than two years as the principal deputy director of the Kosovo Police Service School. In November 2001, after the cessation of hostilities in Macedonia, he was deployed to Skopje, where he served for 17 months becoming the deputy director of the Organization for Security and Cooperation in Europe's Police Development Unit.
In May 2003, Mr. Trevillian deployed to Iraq where he served for more than a year leading a team of senior police and corrections specialists who were assisting the Coalition Provisional Authority in the reform and institutional development of corrections and policing functions. In March 2004, he was appointed deputy commander of the Civilian Police Assistance Training Team (CPATT). In that position, he managed hundreds of international police and military personnel who were training the Iraqi Police Service and Department of Border Enforcement and assisting in the organizational development of those two institutions.
Throughout his career, Mr. Trevillian's leadership and public service have been recognized. In August 2005, he received the Attorney General's Award for Distinguished Service, one of the highest honors given by the U.S. Department of Justice. He has also received the Attorney General's Special Commendation Award, the Assistant Attorney General's Award for Furthering U.S. Interests Overseas, and the Assistant Attorney General's Award for Rule of Law.
