In the spring and summer of 1973, the U.S. House of Representatives and the U.S. Senate heard months of testimony on Richard Nixon’s Reorganization Plan Number 2, which proposed the creation of a single federal agency to consolidate and coordinate the government’s drug control activities. This led to an executive order that established the Drug Enforcement Administration.
