ABSTRACT: The Internal DEA Database
System is a compilation of property records of assets over $1,000 owned
and controlled by DEA. The internal database also maintains the inventory
and accompanying maintenance records for all motor vehicles controlled
by DEA (includes records relating to motor vehicles leased for a period
of 60 days or more). The database property record provides as a minimum
the following information on assets within its data base:
(1) Item description, and National Stock
Number(if furnished)
(2) Asset number, serial number
(3) Acquisition cost
(4) Contract number or equivalent purchase code designation
(5) Location of item
(6) Disposition of item
(7) Posting reference and date transaction
PURPOSE: In accordance with the
Federal Property Management Regulation, Department of Justice-Property
Management Regulation, and DEA policies, procedures, and guidelines,
the information shown in the system is necessary and required to function
as a viable element of the Agency.
ACCESS CONSTRAINTS:
Access to the system is limited to Property Management Specialists
working at
DEA Headquarters, Property Custodians (PC), and Property Custodian
Assistants (PCA) at the DEA Headquarters and Field Offices. Access
to the system is limited to the above groups and controlled by the
Chief, Property Management Unit. The system is safeguarded with need-to-know
access to DEA employees in the performance of their duties. The system
has built in safeguards, such as, "locks and alarm" devices which are
interconnected to the "Firebird" computer system. Also, each user is
assigned an unique password for entry into the system.
USE CONSTRAINTS: Users of the
Internal DEA database System will be restricted to only those privileges
necessary to perform assigned tasks.
AGENCY PROGRAM: The Drug Enforcement
Administration (DEA) is the lead federal agency for the enforcement
of controlled substances, laws, and regulations. The agency's priority
mission is the long term immobilization of major drug trafficking organizations
through the removal of their leaders, termination of their trafficking
networks, and seizure of their assets. The system is one of the tools
used to accomplish this mission.
SOURCE OF DATA: The primary sources
of data for the system are the PC's and PCA's. This group of individuals
is tasked to monitor, input, and update the system with information
on assets obtained and used by their respective organizations. The
PC's and PCA's are also tasked to identify, report, and delete surplus
equipment from their inventory after receiving appropriate disposition
instructions from the Property Management Unit.

ORDER PROCESS: A request for
access to records maintained by DEA will be made in writing. The request
will include the requester's full name, complete address, date of birth,
place of birth, notarized signature, and other identifying data the
requester wishes to furnish to assist in making a proper search of
DEA's records. The requester will also provide a return address for
transmitting the information. Requests for access to information will
