ABSTRACT: The Foreign Claims Settlement Commission (FCSC) established
the Claims Against Albania system of records when it began adjudicating claims
against Albania under the Agreement Between the Government of the United States
and the Government of the Republic of Albania on the Settlement of Certain Outstanding
Claims, signed March 10, 1995, and entered into force April 18, 1995, pursuant
to its ongoing authorization to adjudicate claims set forth in Title I of the
International Claims Settlement Act of 1949, as amended (22 U.S.C. 1621 et seq.).
The records are organized sequentially by claim number and indexed alphabetically
by surname of claimant. Follow this link to view the Alphabetical Listing of Albanian

PURPOSE: The system is maintained for collection
and preservation of evidence and information on claims submitted to the
FCSC by United States nationals for expropriation or other taking of property
by the former Albanian Communist regime, and also contains the FCSC's written
determinations of the validity and amount of those claims. Upon completion
of the claims adjudication process, which is expected to occur at or about
the end of 1998, the records system will become inactive and will be transferred
to storage at the Federal Records Center.
ACCESS CONSTRAINTS: The alphabetical listing of claimants whose
claims are comprised by the records system may be accessed on this web page. However, the records system itself exists only in paper form.
The information in the records system is public information, and is available
for inspection and copying in the FCSC's offices during the hours of service
set forth above. The information is also available upon request sent
by mail, e-mail, telephone, and FAX.
AGENCY PROGRAM: The Claims Against Albania records system supports
the FCSC's
issuance of decisions in its ongoing adjudication of claims against
Albania, and the certification of awards made in those decisions to the
Department of the Treasury for payment out of the Albania claims fund.
SOURCES OF DATA: Most of the information in the records system
has been provided by the claimants. Some additional information has been
collected by the FCSC's independent consultants in Albania.
