SUBJECT:      2003 Pay Adjustments

Attached for your information is an Office of Personnel Management (OPM) memorandum that describes the 2003 pay adjustments, and provides a Web link to the draft 2003 General Schedule (GS) salary tables.

Effective January 12, 2003, the following rates will be adjusted by approximately 3.1 percent:

  • GS basic pay rates;


  • minimum and maximum basic pay rates of the Senior Level (SL) pay plan; and


  • statutory special salary rates for GS-3 through GS-10 law enforcement officers.

Effective January 1, 2003, Executive Schedule (EX) rates will be adjusted by approximately 3.1 percent. Adjustments are not yet known for the rates of basic pay for the Senior Executive Service (ES), immigration judge (IJ), and administrative law judge (ALJ) pay plans, and for OPM-approved special salary rates.

At this time, there will be no adjustments in the locality pay percentage rates, and no changes in the locality pay areas.

As soon as all of the 2003 adjustments become official, we will update the chart of key salary tables for the Washington, DC area that is posted on the Human Resources Web site (http://www.usdoj.gov/jmd/ps).
