MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

SUBJECT:      2003 Pay Adjustments

Attached for your information is the Office of Personnel Management's (OPM's) memorandum announcing the 2003 pay adjustments. Effective January 12, 2003, the rates of basic pay for employees in the following pay plans will be adjusted by approximately 3.1 percent, subject to rounding and the applicable pay caps:

  • General Schedule (GS);


  • Senior Executive Service (ES);


  • statutory special salary rates for GS-3 through GS-10 law enforcement officers;


  • OPM-approved special salary rates;


  • administrative law judges (ALJs); and


  • Immigration Judges (IJs).

Also effective January 12, 2003, the pay levels of the Department's Senior Level (SL) pay system will be adjusted by approximately 3.1 percent. Effective January 1, 2003, Executive Schedule (EX) rates will be adjusted by approximately 3.1 percent. At this time, locality pay percentages will not be adjusted, and there will be no changes in locality pay areas. We have also attached a one-page chart that shows key salary tables for the Washington, DC area. This chart appears at: http://www.usdoj.gov/jmd/ps/guidcpay03.htm.

OPM's memorandum indicates that the President's Executive Order, as well as copies of all salary tables, are available at: http://www.opm.gov/oca/payrates/index.asp. Members of your staff may direct questions on 2003 pay adjustments to John Cahill, Policy Group, of my staff on (202) 514-6778.
