MEMORANDUM FOR HEADS OF DEPARTMENT COMPONENTS

SUBJECT: Attorney General's Leadership Development Program (2001-2002)
To provide key leaders of the Department of Justice with the opportunity to learn new management, policy-making, and analytical skills, the Attorney General will sponsor two employees into a long-term graduate-level leadership development program in 2001. This program will supplement ongoing component leadership development programs and will focus on the development of key leadership competencies. Doctorate-level programs will not be funded.
The Attorney General will fund all tuition, books, and room and board costs for program participants. The components are required to fund all salary costs, as well as any costs related to travel to and from the school. Examples of programs and schools include:
Employees should submit their applications containing the required information (Attachment) through components. Each component will then send their nominee package forward to the Justice Management Division, Personnel Staff. Because of the limited availability of program spaces, only one application per component will be accepted.
Components must adhere to merit promotion principles set forth in 5 U.S.C. 2301 and use competitive procedures for selection of their candidate.
After the component selection process is completed, components must send the nomination package for the selected employee and an endorsement letter signed by the component head to:

The deadline for receipt of component nomination packages is December 1, 2000. Nominations received after that date will not be considered.
The Attorney General, or her designee, will make the final selection for the 2001-2002 Leadership Development Program no later than January 15, 2001, and all candidates will be notified as to the status of their applications at that time.
Selected candidates will be required to continue their service to the Department of Justice for a period of time not to exceed three times the length of the program.

The component office will select ONE employee as their nominee for the program and send it forward to the Justice Management Division, Personnel Staff where a final selection will be made by the Attorney General or her designee. This packet should include all of the above and:
Components will determine their deadlines for the nomination and review process. Once a component nominee is selected, the component's package must be received by December 1, 2000.
