MEMORANDUM FOR BUREAU HUMAN RESOURCES OFFICERS

The Office of Personnel Management (OPM) published implementing regulations on June 15, 2004, and additional guidance on March 14, 2006. The Department of Justice (DOJ) is required to adopt an agency policy concerning category rating. Attached is the Department's guidance and procedures for implementing Category Rating. We are currently working with OPM to provide training to component human resources staffs for sometime in January. The training will ensure consistency in its application throughout the Department. Therefore, please do not implement the category rating procedures until your staff has participated in the training.
