SUBJECT:      Proposed Pay Retention Regulations

Attached for your review and comment are proposed Office of Personnel Management (OPM) pay retention regulations. These regulations would permit agencies to offer pay retention in certain situations in which employees are moved into positions that are not covered by the General Schedule or the Federal Wage System, such as Immigration Judge positions.
