Marshal Torres was appointed by President George W. Bush and confirmed by the United States Senate on May 15, 2003. As the United States Marshal he is responsible for the Central District of California, which includes 18 million residents within the counties of Los Angeles, Orange, San Bernardino, Riverside, Ventura, San Luis Obispo, and Oxnard. Prior to his current position, Marshal Torres was the Supervisory
Special Agent for the Internal Revenue Service- Criminal Investigation
Division in Laguna Niguel, California. He was responsible for overseeing
criminal investigations of internal revenue laws, bank secrecy act and
other financial related crimes. His experience includes the selection
and direction of investigations in Southern California and the use of a
wide variety of investigative techniques including, confidential
informants, undercover operations, pen registers and search warrants.
Investigations ere of both legitimate and illegal operations in the area
of health care fraud, government fraud, interstate theft, organized
crime, privacy and counterfeiting, anti-government organizations,
smuggling, street level gangs and identity theft. Marshal Torres also
was the Co-Chair of the Orange County Suspicious Activity (SAR)
Committee with the United States Attorney’s Office. The SAR Committee is
charged with the reviewing of SAR’s filed by banks and other financial
institutions. |

Conducted civil tax audits of large and complex business structures
including tax shelters, partnerships and corporations. Marshal Torres graduated from California State University San Bernardino in March, 1986 with a Bachelor of Science degree in Business Administration (with an emphasis in Accounting). He is also a Distinguished Graduate in academics and physical fitness from the Federal Law Enforcement Training Center. Marshal Torres is also a member of the Association of certified fraud specialists, International Association of Chiefs of Police, and the International Association of Law Enforcement Firearms Instructors. |
