ON DOE V. BUSH:

"The President has broad powers as Commander in Chief of the Armed Forces to determine when to use force to defend the national security of the United States. As the Court held, Congress and the President have spoken with one voice in declaring that force may be necessary to compel Iraq to eliminate its nuclear, biological, and chemical weapons program, to end its support for international terrorism, and to comply with United Nations resolutions. The Justice Department is pleased that the district court dismissed the lawsuit today."
