Rule 20 TransfersWho is Covered

Rule 20 transfers are available to any defendant who is arrested,
held,
or present in a district other than a district in which there is an
indictment,
information or complaint against the person. Changes in the Rule have the
effect
of expanding its formerly narrow coverage, to include persons who are not
arrested or otherwise in custody, e.g., persons who surrender themselves in
a
district other than in which the matter is pending. (Note of Advisory
Committee
on Rules.) Rule 20 is available in multiple defendant prosecutions.
