The OAS Convention entered into force for Canada and Venezuela on 4/13/96.

*These countries require that all transfer requests originate from the countries' respective embassies in Washington, D.C. Prisoners requesting application should be advised to write to their embassies and request that embassy officials draft a written request to the State Department. That request is then forwarded to the United States Department of Justice.

#France, Canada, and Turkey, signatories to the Council of Europe Convention, also have bilateral treaties. France usually prefers proceeding under the bilateral treaty, but Canada allows the use of either treaty.

+These countries have a transfer agreement rather than a formal treaty.

^These countries have signed but not ratified the Convention (as of 4/16/96).
