U.S. Attorney's Office Announces Awards

U.S. Attorney Dunn Lampton announced the presentation of annual awards recognizing outstanding achievement during 2006 in the U.S. Attorney=s Office for the Southern District of Mississippi. The awards are presented each year to members of the U.S. Attorney=s Office staff who performed above and beyond the call of duty during the preceding calendar year. Additionally, a new award was created this year and named after former United States Attorney George L. Phillips. This award is given to a person outside the United States Attorney=s Office who has contributed significantly in assisting the law enforcement coordination and community outreach programs of the U.S. Attorney=s Office. The award was named in honor of George Phillips, who served for 12 years as the United States Attorney for the Southern District of Mississippi, in recognition of the positive impact he had on the office, particularly in the area of law enforcement coordination.
The first annual George L. Phillips Distinguished Community Support Award was presented to Delbert Hosemann. AThis award was created because I saw the need to recognize those persons not in my office who contribute substantially to our office=s success and credibility. I chose Delbert Hosemann to be the first recipient of this award because of Mr. Hosemann=s consistent and outstanding support for law enforcement in general, and the U.S. Attorney=s Office in particular,@ said U.S. Attorney Lampton.
Mr. Hosemann was initially asked by Lampton to chair the Project Safe Neighborhoods Task Force, which he has done for the past five years. In this capacity, he has overseen the disbursement of over $400,000.00 to the Jackson Police Department,
This award is also in recognition of Mr. Hosemann=s efforts as Director for ABack the Badge@, a project designed to raise money for first responders whose homes were destroyed by Hurricane Katrina, but who either had no insurance coverage to compensate them for their loss, or their insurance claims were denied. Mr. Hosemann, an attorney, created a 501(c)(3) corporation to receive the contributions and manage the disbursement of the relief funds which totaled $558,424.96. He, along with Phil Bryant, Police Chief Jimmy Houston, Fire Chief Tom Lariviere, Sheriff Toby Trowbridge, Sheriff Martin Pace, Officer Bobby Reed, Donna Mabus and many others were instrumental in this fund raising effort.
Every dime of the $558,424.96 raised through ABack the Badge@ was disbursed to the 420 first responders receiving checks. Mr. Hosemann saw to it that there were no administrative costs attached to raising the money and that all of the money was distributed.
The Robert E. Hauberg U.S. Attorney=s Award for Distinguished Public Service was presented to Administrative Officer Edie Wimberly of Byram, Mississippi, for her outstanding work throughout 2006 in returning the U.S. Attorney=s Office to full, normal operations after Hurricane Katrina. Ms. Wimberly spent countless hours coordinating with other public and private sector officials to ensure the U.S. Attorney=s Office in Gulfport was fully functional. Largely through her efforts, the U.S. Attorney=s Office was able to offer its normal, full range of law enforcement coordination and community outreach programs in addition to its core mission of criminal prosecutions, affirmative civil enforcement, and civil defense of the federal government.
Ms. Wimberly also was credited with effectively having filled two staff positions simultaneously, due to staff shortages, during most of 2006. The Hauberg Award is U.S. Attorney=s highest staff award in the Southern District of Mississippi, and is named for former U.S. Attorney Robert E. Hauberg who, after 26 years of service, still holds the national record as longest serving U.S. Attorney in American history.
The James B. Tucker Award for Superior Performance in Criminal Justice was awarded to Jay T. Golden of Biloxi, Mississippi, for his successful prosecution of several high profile criminal cases including U.S. v. Guthrie, the largest DVD piracy case to date, and the first full cooperative law enforcement investigation between the United States and the Peoples Republic of China. The Tucker Award is the District=s highest award for a Criminal Division Assistant U.S. Attorney, and is named for former Criminal Division Chief and former U.S. Attorney James B. Tucker.
The Daniel E. Lynn Award for Superior Performance in Civil Litigation was presented to Crockett Lindsey of Gulfport, Mississippi. Mr. Lindsey is one of the District=s most senior Assistant U.S. Attorneys and collected for the federal government well over $1,000,000.00 through affirmative civil enforcement cases during 2006. Mr. Lindsey also was credited with carrying the District=s highest civil caseload, particularly following recent changes in bankruptcy laws. The Lynn Award is the District=s highest award for a Civil Division Assistant U.S. Attorney, and is named for former First Assistant U.S. Attorney Dan Lynn who also served as the District=s first Civil Division Chief.
The U.S. Attorneys Award for Superior Performance by Support Staff was given to Mrs. Nancy Lapointe of Ocean Springs, Mississippi. Mrs. Lapointe, who was promoted from legal assistant to paralegal during 2006, was credited with being a primary force among the U.S. Attorney=s Gulf Coast staff in helping the office recover after Hurricane Katrina. She also was credited with effectively filling two staff positions, due to staffing shortages, during 2006. This U.S. Attorney=s award is the highest District award recognizing specific outstanding accomplishments of U.S. Attorney support staff.
