NEW OXFORD MAN SENTENCED TO 10 YEARS IN FEDERAL PRISON FOR ATTEMPTING TO ENTICE UNDERAGE CHILDREN TO HAVE SEX

Martin C. Carlson, Acting United States Attorney for the Middle District of Pennsylvania announced today that Lawrence F. Keiser, II, age 27, of New Oxford, Adams County, Pennsylvania, was sentenced to ten years’ imprisonment and a lifetime of supervised release for his attempts to contact two underage boys for the purpose of having sexual relations with them.

According to Acting U.S. Attorney Carlson, the indictment charged that, beginning in September 2006, Keiser, using the name “Larz,” made contact through the Internet with an individual who identified himself as “John” and discussed the making of sexually-explicit movies using 14-year-old boys as actors. Keiser requested that “John” send him video clips and/or still photographs of the 14-year-old boys engaging in sexually explicit activities. Keiser repeatedly expressed an interest in meeting these boys. Between September and October 26, 2006, Keiser and “John” communicated by email regarding the making of sexually explicit films with the underage boys on approximately 65 occasions. On October 26, 2006, Keiser traveled from New Oxford, Adams County, Pennsylvania, to Harrisburg, Dauphin County, Pennsylvania to meet with “John.” At that meeting, pursuant to Keiser’s request, “John” provided the defendant with a DVD of child pornography. Keiser asked if he could meet and engage in sexually explicit activity with the two 14-year-old boys. The defendant agreed to wear a condom when engaging in sexual activity with them. After the meeting, Keiser and “John” left with the intent to got to a motel to meet and engage in sexually explicit conduct with the boys. The vehicle in which Keiser traveled to meet “John” in Dauphin County, Pennsylvania, on October 26, 2006 contained DVD films of sexually-explicit child pornography.


The case was investigated by the U.S. Postal Inspection Service and prosecuted by Assistant United States Attorney Gordon A. Zubrod as part of Project Safe Childhood. In February 2006, the Department of Justice created Project Safe Childhood, a nationwide initiative designed to protect children from online exploitation and abuse. Led by the United States Attorneys Offices, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims.
