LECC
In 1981, the Task Force for Violent Crime recommended to Attorney General William French Smith that Law Enforcement Coordinating Committee (LECC) be established in each judicial district. On July 5, 1981, AG Order #951-81 was issued directing each United States Attorney to establish an LECC and to develop a district law enforcement plan. The Associate Attorney General Rudolph Guiliani was designated to oversee the implementation of this directive. As a result, each district now has Law Enforcement Coordinator to oversee LECC projects.
In South Dakota, the United States Attorney and the South Dakota Attorney General co-chair the Law Enforcement Coordinating Committee. The LECC has taken an active role in addressing the needs of all law enforcement in the state and fostering cooperation between all law enforcement and prosecution agencies. The LECC sponsors at least one state-wide conference in November each year, for the purpose of training and information sharing. This conference is held in conjunction with the South Dakota Annual Law Enforcement Appreciation Dinner and Children's Charity Fund Raiser. This conference and the training that comes with it is accomplished through the partnerships of federal, state, tribal, and local law enforcement agencies.
In addition to training, LECC works to enhance coordination and cooperation among all law enforcement agencies. The Law Enforcement Coordinator is involved in a variety of programs and initiatives. These include Weed & Seed, Anti-Terrorism Advisory Council (ATAC), Project Safe Neighborhoods (PSN); Anti-Violent Crime Initiatives, Midwest Organized Crime Information Center (MOCIC); Law Enforcement Intelligence Network (LEIN); community outreach, and other drug and crime prevention programs.
