Responsibilities

The incumbent serves as a Policy and Communications Specialist and works on a broad range of complex matters which substantially impact the USTP internal communications, policy coordination, and information management programs and services. This includes but is not limited to the following:

  • Serves as a principal advisor to leadership on all communications relating to the USTP’s mission, objectives, positions, policies, and accomplishments.
  • Develops speeches, documents, and similar materials.
  • Prepares responses to all press inquiries and related matters.
  • Manages the development of annual, statutorily-mandated public and Congressional reports.
  • Reviews written material for the organization for editorial quality, consistency, and compliance with established style, format, and content.
  • Provides technical expertise in writing and communicating complex financial issues related to the bankruptcy code.
  • Coordinates with subject matter experts to prepare and publish written materials that explain and/or promote USTP policies or further USTP outreach and educational efforts.
  • Manages content on the USTP’s intranet and Internet sites.

Qualifications

Selective Placement Factor: Applicant must be eligible for an Excepted Service appointment under Schedule B, 213.3210 (e). This appointment authority requires that the selectee possess knowledge of the bankruptcy process. Important: Application packages that lack this requirement will be automatically disqualified.

  • Bachelor’s degree with at least five (5) years of experience, or equivalent combination of education and experience.

Desirable Qualifications:

  • Proven track record of senior-level editorial work with both print and online communications, including reports, publications, press releases, leadership communications, and speeches;
  • Demonstrated capacity to work confidently with senior-level managers;
  • Ability to disseminate information effectively and strategically, and strong capacity to think and act strategically;
  • Excellent oral and written communication and presentation skills, including proficiency in writing and editing complex subject material for purposeful structure, clarity of ideas, and logical, persuasive presentation;
  • Demonstrated ability and the necessary organizational skills to take the initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results;
  • Experience analyzing facts and data to support sound, logical decisions.

Specialized Experience Requirement: To qualify at the GS-14 you must possess one-year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

You must be a U.S. Citizen to qualify for this position. A background investigation and drug test will be conducted.

Salary

Position is on the GS pay scale, full-time and permanent. Possible current annual salary range is: GS-14 ($132,368 - $172,075). Years and type of experience will determine the appropriate salary.

Conditions of Employment

  • A two-year probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Suitability and Citizenship: It is the policy of the Department to achieve a drug-free workplace and persons selected for employment will be required to pass a drug test which screens for illegal drug use prior to final appointment.
