ABSTRACT:

The Matter Tracking System (MTS) of the Antitrust Division allows Division personnel to locate information about the Division's merger, civil non-merger, and criminal investigations and cases; including the following:

  • the names of corporations and individuals under investigation and/or against which a complaint has been filed;
  • the alleged violation(s);
  • the industry in which the subjects participate;
  • DOJ file numbers;
  • Hart-Scott-Rodino Act enforcement information; and
  • consent decrees, including divestitures and reporting requirements.

The MTS also contains selected internal memoranda and pleadings relating to the cases and investigations included in the system.

Finally, the MTS contains the names of Antitrust Division personnel assigned to matters and the number of hours each worked on those matters.

PURPOSE:

The system was created and is maintained to permit Division personnel to locate matters currently or formerly under investigation, identify assigned staffs, and obtain memoranda and pleadings. The system is also used in the preparation of reports for the Division's budget requests, as well as various official reports prepared for oversight agencies.

ACCESS CONSTRAINTS:

The Antitrust Division's Internet web site (http://www.justice.gov/atr) contains publicly available information from the Matter Tracking System. This Internet site contains public documents including court and administrative findings such as complaints, indictments, and final judgments, as well as guidelines, press releases, speeches, Congressional testimony, and business review letters. Non-public merger, civil non-merger, and criminal investigation and case information contained in the MTS is available only to Antitrust Division employees, either through accessing the Division's internal network or by requesting that reports be produced individually.

AGENCY PROGRAM:

The MTS system supports all merger, civil non-merger, and criminal investigations and cases in the Division.

SOURCES OF DATA:

The majority of information contained in the MTS is provided by the Office of Operations and the Office of the Deputy Assistant Attorney General in charge of Criminal Enforcement.
