Description Of Figure 1

Figure 2 shows Employees per MW of capacity between 1990 and 2004. Employees per MW decline for both restructured and nonrestructured plants, with restructured plants having more employees per MW than nonrestructured plants. Restructured plants show a faster decline in employees per MW over the time period, however, dropping from 0.7 employees to about 0.3 employees while nonrestructured plants decline from about 0.4 to 0.2 employees per MW.
