Abstract

The TRAK system allows Parole Commission employees to locate files maintained on federal prisoners who are under the jurisdiction of the Commission. These include offenders who committed their federal offenses prior to November 1, 1987, and are eligible for parole. There are certain files that the Commission also maintains even if the defendant committed his or her offense after November 1, 1987. These include foreign transfer treaty cases, District of Columbia Board of Parole cases eligible for parole hearings on or after August 1, 1998, military prisoners in federal institutions, and state offenders serving their sentences in federal institutions. The files maintained by the Parole Commission contain information describing the prisoner's offense behavior, past criminal conduct, social background data, Parole Commission hearing applications, hearing summaries, guideline evaluations, orders, release certificates, and correspondence from inmates and third parties. Further, if an alleged violation of release conditions exists, the files will contain correspondence requesting a revocation warrant, warrant application, detainers, and related documents.

Purpose

The purpose of the TRAK system is to allow Parole Commission employees to quickly locate files in the office. The Parole Commission maintains its files in regard to each prisoner under its jurisdiction in order to make fair and fully informed release determinations in each case.

Access Constraints

The Commission's TRAK system to locate files is available only to Parole Commission employees and requires a password. The files maintained by the Parole Commission are not public records but contain some information that is available to the public. The Parole Commission's website (https://www.justice.gov/uspc) contains information that is publicly available from the Parole Commission's files. Generally, requests from the public for information regarding specific individuals will be responded to by providing only public information. Public information consists of name, Bureau of Prisons register number, date of birth, sentence data which consists of offense, date and place of parole hearings and decisions rendered by the Commission after agency proceedings which are contained on Notices of Action.

Use Constraints

The Commission's TRAK system to locate files is available only to Parole Commission employees and requires a password. The location of a file entered in the TRAK system may be obtained by entering either a subject's Bureau of Prisons register number, or the subject's name. The files maintained by the Parole Commission are used for official government purposes and for uses outlined by federal statute.
