Corrections

ICITAP provides technical assistance and training to help develop corrections facilities, staff, and operations. This also aims to foster sustainability by providing these practitioners with the skills necessary to train and educate their associates and colleagues on these topics. Key to ICITAP's work is helping foreign countries build prisons and jails that operate according to best practices, rule-of-law principles and that meet internationally recognized standards while practicing the humane treatment of prisoners.

ICITAP's training in corrections includes:

• Medical services, family visits, and other inmate services
• Inmate education, employment training, and other social programs
• Facility maintenance and security
• Prison intelligence
• Management of violent extremist offenders and terrorist inmates

The goal of ICITAP's work is to instill values that enhance the professional culture in jails and prisons through continuing training and providing tools and knowledge. Specialized technical assistance and training includes the humane treatment of prisoners, investigating complaints of abuse, crimes committed by staff and inmates, security threat group (gangs, organized crime, radicalized inmates) management, and emergency management and preparedness. Bangladesh

ICITAP Corrections in Bangladesh intends to build the capacity of the Bangladesh Prisons Directorate to avoid potential issues within the correctional system, namely recruitment to extremism efforts, the focus should be on, counter radicalization and recruitment within the system, provide technical assistance and institutional reform, modernize the correctional system and emphasize best practices for managing terrorist offenders as per the Interagency agreement (IAA) standardized modern correctional system practices and establish procedures. Significant reforms being considered for implementation include space management, facility operations, offender records, offender classification, behavior-based level system, population management, core correctional practices, and virtual court system.

Iraq

In Iraq, ICITAP has worked with the Iraqi Corrections Service (ICS), under the Ministry of Justice, to rebuild the national prison system. ICITAP assisted the ICS activate a 900-bed prison in Baghdad to manage the country's rapidly growing prison population. ICITAP also worked to improve human rights practices by promoting international standards in prisons and by helping to establish an internal affairs unit at ICS headquarters. Working together with Iraq prison leadership, ICITAP developed human rights compliant policy and procedures for the management of prisoners of all security levels.

Indonesia

In Indonesia, ICITAP assisted the Director General of Corrections with the development of an analytical team at DGC headquarters who were trained to use analytical software. These capabilities have now expanded to incorporate new intelligence units placed in five specialized prisons as a first phase.

Kosovo

In Kosovo, ICITAP assisted the General Director of the Kosovo Correctional Service (KCS) with establishment its first Correctional Intelligence Unit, and helped develop capacity to collect and analyze relevant information of intelligence value; produce raw and finished products for KCS decision makers; and to exchange intelligence with law enforcement.

Philippines

In the Metro Manila area, the Bureau of Jail Management and Penology (BJMP) is receiving assistance from ICITAP in developing policy and procedures for high-risk detainee management. This initiative also includes assistance in case management system development and intelligence systems training. Also, work has begun in fostering inter-agency information sharing to assist investigators and the judiciary in expediting case backlogs. ICITAP is partnering with OPDAT and other US assistance agencies to streamline information access to detainees for case management purposes.
