Justice Criminal Information Services

The Office of the Chief Information Officer (OCIO) serves as the Criminal Justice Information Services (CJIS) Systems Agency (CSA) for the DOJ, as well as other Federal and Tribal agencies and organizations. The DOJ CSA provides access to national crime information systems through its Justice Criminal Information Services (JCIS), which supports interagency information sharing and safeguarding.

Access to JCIS is for public agencies only; access for Tribal agencies and organizations is available through the DOJ Tribal Access Program.

Joint Automated Booking System (JABS)

JABS securely provides authorized agencies with query and submission capability in the FBI CJIS Next Generation Identification (NGI) system, a database of palmprints, fingerprints, iris, and mugshots. 

• Independently and conclusively identify persons biometrically, while reducing duplicative DNA collection
• Create and manage arrests in the national Identity History Summary (a.k.a RAP Sheet)
• Implement modalities to meet agency mission and needs

Justice Web Interface to NCIC (JWIN)

JWIN securely provides authorized agencies access to the National Crime Information Center (NCIC) and Interstate Identification Index (III), National Instant Criminal Background Check System (NICS), and the International Justice and Public Safety Network (Nlets). 

• Electronically access and submit information about property or persons, and manage arrest dispositions
• Identify NICS prohibitors to determine eligibility for firearm-related permits, and release seized firearms

Civil Applicant Systems (CAS)

CAS securely provides authorized agencies the capability to electronically capture and submit fingerprints to the FBI CJIS NGI system for expedited national Identity History Summary checks. 

• Independently and rapidly conduct biometric identification of persons for employment, national security clearances, applicable licensing, and other authorized purposes
• Receive criminal history records electronically for rapid agency decision-making 
• Implement CAS modalities to meet agency mission and needs

DOJ JCIS Biometric Kiosk

The DOJ JCIS Biometric Kiosk is a full-service solution for agencies with minimal information technology staff to enter and retrieve criminal history record information and national Identity History Summary checks for authorized purposes. 

• Single, fully equipped workstation that includes a personal computer, monitor, keyboard, mouse, printer, live scan unit to capture fingerprints and palmprints, webcam camera to capture mug shots, and flatbed scanner for scanning fingerprint and palmprint cards, as well as photos
• Ready to use, prisoner-proofed unit with pre-integrated and remotely maintained operating system and biometric data capture software
• The kiosk includes maintenance support and installation, as well as in-person training
