527. Rule 20 Transfers—Juveniles

A juvenile, as defined in 18 U.S.C. § 5031, against whom a criminal matter not punishable by death or life imprisonment is pending, may invoke Rule 20. The juvenile, however, must first be advised by counsel before consenting, in writing, to a Rule 20 proceeding and the district court as well as the United States Attorney in each district must consent. Furthermore, unlike the case of an adult defendant, a juvenile must consent before the court, after being advised by the court of his rights, and of the consequences of consent.
