Organization And Operations

Headquartered in Washington, DC, the International Criminal Investigative Training Assistance Program (ICITAP) provides technical assistance and training to foreign law enforcement agencies through full-time programs staffed by ICITAP experts in overseas field offices, and intermittent deployments of technical advisors and trainers. All projects are overseen and supported by headquarters.

ICITAP headquarters consists of the Director's Office; Operations; and Management, Administration, and Strategic Services. (Organizational Chart)

The Director's Office maintains the strategic focus of the organization. Within the Director's Office, the executive planning officer and strategic services staff provide assistance in the areas of strategic planning; external and internal communications; performance statistics and reporting; development of standards; organizational development initiatives; and knowledge management.

Strategic management support

Develops and coordinates projects to realize the director's vision for ICITAP. Ensures consistency of ICITAP's strategies with Department of Justice and Criminal Division goals and priorities, and with the foreign assistance strategic framework.

Performance accountability reporting

Develops and compiles performance statistics and prepares activity-related reports to improve visibility and accountability; projects include collecting and reporting training statistics and other data for the Criminal Division's Quarterly Management Report.

Strategic program support

Assists regional programs in the areas of program performance data, program reviews, and public information materials.

Public information services

Develops and implements ICITAP's external communications strategy, including standards and guidelines for various communications vehicles. Develops and maintains information products such as briefings to Congress and Website content, and provides quality-assurance review of other materials.

Knowledge management development

Collaborates with the Criminal Division's Information Technology Management section to identify and implement solutions for enhancing electronic information sharing and storage.

Operations is responsible for program management functions, including the planning and implementation of ICITAP's programs. Operations also develops and maintains ICITAP's training standards and provides training resources, such as lesson plans and other curriculum products, to field programs

Regional Operations

ICITAP's programs are organized primarily into four regions managed by an assistant director and deputy assistant director who oversee all facets of program development and implementation at headquarters and in field offices.

Special Operations

ICITAP's Special Operations is designed to enhance the effectiveness of ICITAP's global operations by providing technical support to the regional components and promoting interagency coordination.

Technical Services

The Technical Services Unit (TSU) consists of subject matter experts in core technical competencies, to include forensics and corrections. TSU supports regional operations through in-country assessments, program planning, and delivery of training and technical assistance programs around the world.

Interagency Liaison

Through the Interagency Liaison initiative, ICITAP details personnel to selected agencies outside of the Criminal Division of the Justice Department to improve coordination on overseas law enforcement development programs.

Management and Strategic Resources executes key business functions—finance and budget, human resources, administration, contract oversight, and security—to ensure compliance with federal regulations and Department of Justice (DOJ) policies.

Finance and budget

Ensures the financial accountability and responsibility of ICITAP programs; develops annual operating budgets; and coordinates with the International Training Financial Management team and DOJ Criminal Division administrative staff to provide daily oversight and signature authority for procurements at headquarters.

Human resources

Coordinates employee recruitment and selection; serves as the point of contact on personnel matters; processes passports and visas; assists senior management with the development of staff work plans and training; manages time and attendance; and coordinates the relocation of staff overseas.

Administrative support

Develops standard operating procedures; advises staff on DOJ, Criminal Division, and ICITAP policies and procedures; carries out other administrative tasks, including the research and interpretation of policies.

Contract oversight

Oversees program support contracts—through an embedded contracting officer dedicated solely to ICITAP contracts—and serves as liaison with Justice Management Division Procurement Services staff.

Security

Ensures compliance with DOJ and ICITAP regulations, policies, and standard operating procedures; acts as primary point of contact for personnel- and physical-security initiatives and programs; monitors the receipt and tracking of security packets and processing of law enforcement experts; and oversees the DOJ-wide JCON-S secure system, which allows ICITAP employees to conduct secure intra- and inter-agency communication.

Strategic Partnerships and Training Unit

The Strategic Partnerships and Training Unit (SPTU) establishes standards and templates for training materials to ensure a consistent level of quality is maintained in all ICITAP-developed curricula. The SPTU also develops new and updates existing training courses, collaborates with universities to create training materials through capstone projects, and maintains ICITAP’s online curriculum library.

Strategic Services

ICITAP’s Strategic Services Unit supports the implementation of the Director’s vision for the organization by leading the section’s strategic communications efforts; creating and maintaining public information materials; and managing organization-wide reporting requirements.
