ICITAP's Women in Police Expertise Since its establishment in 1986, ICITAP has become a leader in fostering the recruitment, education, and advancement of women in foreign law enforcement institutions. Notably, ICITAP’s Engaging Multinational Police Women on Equality and Rights (EMPoWER) program trains and mentors law enforcement professionals currently involved in counterterrorism capacities in key partner countries. This dynamic program builds the capacity of foreign counterterrorism law enforcement agencies and contributes to the advancement of women’s success in these organizations by 1) providing networking opportunities and career development training; 2) giving technical guidance on the retention and promotion of female police officers, including fostering gender-inclusive environments, policies, and procedures; and 3) training on combating terrorism globally while promoting United States counterterrorism efforts abroad.

ICITAP's Corrections Expertise ICITAP builds the capacity of foreign governments to maintain safe, secure, and humane correctional and detention facilities by: 1) developing programs to provide skills, knowledge, and tools to practitioners responsible for the identification, management, and rehabilitation of violent extremist and terrorist offenders housed in correctional facilities; 2) focusing on good practices in the area of risk assessment and classification, and how to develop, adapt, and implement such practices; 3) facilitating the practical prison intelligence processes and the methodologies required for a more advanced and systematic prison intelligence system; and 4) promoting the importance of sound prison management, international good practices, tools and resources, for both pre-trial and post-conviction populations while complying with human rights obligations.
