Academy and Instructor Development

ICITAP helps foreign countries set up police and corrections academies and develop effective training programs to establish a foundation for continued law enforcement training and development after ICITAP assistance has ended. ICITAP provides technical assistance and training in instructor and curriculum development, and academy administration and management. ICITAP also offers assistance in refurbishing facilities and equipping classrooms with state-of-the-art training aids.

Programs

Here are a few examples of ICITAP's work in helping develop law enforcement academies and instructors around the globe:

Support for Post-conflict Reconstruction in the Balkans

In Kosovo, ICITAP worked with the Organization for Security and Co-operation in Europe (OSCE) to establish the Kosovo Police Service School. Where no police training capability existed, ICITAP set up a management structure and state-of-the-art academy that now stands on its own. ICITAP's work during the reconstruction of Kosovo after the conflict helped develop a policing system that emphasizes human dignity, civil rights, accountability, and the rule of law.

Curriculum Development in Pakistan

In Pakistan, an ICITAP-developed curriculum has been adopted by the national police academy and every police college in the country; completion of the coursework has been linked to requirements for in-service training and promotion.

New Corrections and Police Academies in Iraq

In Iraq, ICITAP established the national corrections training academy; this work included the development of "train-the-trainer" curricula for Iraqi instructors, who, in turn, are training new recruits and other corrections officers. For the Iraqi Police Service, ICITAP helped set up the Baghdad Police College, and 11 regional training facilities throughout Iraq, including the first police training academy in Al Anbar Province.

Instructor Development in Tanzania

In partnership with the Millennium Challenge Corporation, ICITAP delivered an instructor development course to members of Tanzania's anticorruption bureau. The program—which provided guidance on developing course goals and other instructional methods—has helped the bureau make significant progress in developing long-term, sustainable training for its specialized law enforcement professionals.
