Meet the Administrative Law Judges

Chief Administrative Law Judge

Jean King was appointed Chief Administrative Law Judge in June 2019. Judge King earned a Bachelor of Arts in 1988 from Brown University and a Juris Doctorate in 1995 from the College of William and Mary. From February 2021 to September 2021, she served as Acting Director, Executive Office for Immigration Review. From September 2015 to June 2019, she served as General Counsel, Office of the General Counsel (OGC). From July 2015 to August 2015, and previously from December 2012 to October 2014, she served as Deputy General Counsel, OGC. From November 2014 to June 2015, she served as Acting General Counsel, OGC. From October 2011 to December 2012, she served as Counsel to the Director, Office of the Director. From March 2011 to October 2011, she served as Acting Director of Operations, Board of Immigration Appeals (BIA). From 2009 to March 2011, she served as an Appellate Immigration Judge, BIA. From 2006 to 2009, she served as a Senior Legal Advisor, BIA. From 1996 to 2006, she served as an Attorney Advisor, BIA. Prior to joining the BIA, she spent one year as a Judicial Law Clerk with the Superior Court of Connecticut. Judge King is a member of the Connecticut Bar and New York State Bar.


Administrative Law Judges

Carol A. Bell was appointed Administrative Law Judge in June 2020. Judge Bell earned a Bachelor of Arts in 1997 from Baylor University and a Juris Doctorate in 2000 from Harvard University. From February 2021 to September 2021, she served as Acting Chief Administrative Law Judge, Office of the Chief Administrative Hearing Officer. From August 2008 to June 2020, she served as an Assistant U.S. Attorney with the U.S. Attorney’s Office for the Northern District of Illinois, in Chicago. From November 2002 to August 2008, she served as a Trial Attorney with the Antitrust Division, in the District of Columbia. From September 2000 to August 2002, she served as a Judicial Law Clerk for the U.S. District Court, in Houston. Judge Bell is a member of the State Bar of Texas.

Attorney General William P. Barr appointed Andrea R. Carroll-Tipton as an Administrative Law Judge in November 2020. Judge Carroll-Tipton earned a Bachelor of Arts in 2005 from the University of Illinois, a Juris Doctorate in 2008 from DePaul University College of Law, and a Master of Laws in 2015 from George Washington University College of Law. From 2019 to 2020, she served as an attorney in the Pacific District, Office of General Counsel, Department of Veterans Affairs. From 2008 to 2019, she served as a judge advocate with the U.S. Air Force in the following locations: Tinker Air Force Base, Oklahoma; Joint Base Andrews, Maryland; Los Angeles Air Force Base, California; and MacDill Air Force Base, Florida. Judge Carroll-Tipton is a member of the Illinois State Bar.

Attorney General William P. Barr appointed John A. Henderson Jr. as an Administrative Law Judge in November 2020. Judge Henderson earned a Bachelor of Arts in 2000 from the University of Maryland, College Park; a Juris Doctor in 2006 from the Catholic University of America, Columbus School of Law; and a Master of Laws in 2014 from the Georgetown University Law Center. From 2014 to 2020, he served as an administrative judge with the Equal Employment Opportunity Commission (EEOC), in Baltimore. From 2007 to 2014, he served as a trial attorney, also with the EEOC, in Baltimore. Judge Henderson is a member of the Maryland State Bar.
