Judy Philips

Judy Philips is the Executive Assistant U.S. Attorney for the Eastern District of New York.  As Executive Assistant, Judy works closely with the United States Attorney and First Assistant United States Attorney on policy and strategy issues in addition to being involved in the supervision of the Criminal, Civil, Long Island, and Administrative Divisions.

Judy is another distinguished office alumna who most recently served as the Acting United States Attorney for the District of Hawaii.  As Acting United States Attorney, Judy led an Office with approximately 28 Assistant U.S. Attorneys and over 40 support staff.  Prior to her appointment as Acting U.S. Attorney, Judy served as the First Assistant U.S. Attorney.  In that role, she oversaw the Office’s civil and criminal litigation, as well as its administrative operations.  While serving in Hawaii, she contributed to the creation and success of the District’s “Kapilipono” Alternatives to Incarceration Program.

Judy is a career prosecutor with more than 30 years of experience. She became an Assistant U.S. Attorney in this district in 1997 and served in the General Crimes, Narcotics and Violent Crimes sections of the Office where she successfully investigated and tried a number of significant violent gang and narcotics cases. She was appointed Chief of Intake and Arraignments in 2003.  In that capacity, she supervised, trained, and mentored hundreds of first-year AUSAs in the investigation, prosecution and trial of federal offenses that ranged from fraud to violent crimes.  She also worked closely with law enforcement agencies providing investigation guidance and assistance. Judy served in that role until she was appointed First Assistant United States Attorney in the District of Hawaii in May 2018.

Judy has been honored for her contributions to the law enforcement community and this Office and has been the recipient of the New York County Lawyers’ Association Public Service Award, the New York City Federal Executive Board Teamwork Award for Outstanding Achievement in the Service of the United States Government, and the Office’s Elizabeth J. Kramer Memorial Award.

Judy is a graduate of Rutgers Law School – Camden, and of Drew University, where she received her B.A.  Prior to joining the Office, she served as an Assistant District Attorney in the Kings County District Attorney’s Office in Brooklyn for approximately eight years.
