Sybil Barksdale

Sybil Barksdale has served as OVW’s executive officer since March 2005. She advises the OVW director and principal deputy director, participates in developing and implementing administrative and organizational management policies, works with senior management on planning organizational needs, and prepares plans, goals, and objectives for the management process. Additionally, she manages OVW’s Administration Division, which provides services including human resources liaison; acquisition and contracts; property and space management; information technology; and maintenance, safety, and security at OVW facilities. 

Prior to joining OVW, she was a budget officer in the Department of Justice's Community Relations Service office, where she was responsible for management and oversight of $9.2 million across 10 regional offices, two field offices, and the headquarters office located in Washington, D.C. She also served as a financial specialist in the Department of Justice's Office of the Chief Information Officer Operations Services Staff and an administrative management specialist with the Department of Justice Office of Legal Counsel.
