Jennifer Kaplan

Jennifer Kaplan serves as the general counsel of OVW, where she provides legal and policy support for the administration of OVW and its grant programs. Prior to joining OVW in 2001, she was a senior counsel in the Department of Justice’s Office of Policy Development, where she focused on violence against women issues, including the 2000 reauthorization of the Violence Against Women Act, asylum for domestic violence victims, and immigration policy. She also served in the Department’s Civil Division for eight years as a trial attorney with a focus on the defense and enforcement of federal programs, policies, and statutes.

She is a graduate of Yale College and Yale Law School.
